  4.     Two decades of legal squabbling and unruly protests have turned
  5. the Seabrook, N.H., nuclear-power plant into a symbol of everything
  6. that is wrong with atomic energy in the U.S. But the start-up of
  7. low-power testing at Seabrook last week signaled that a fresh wave
  8. of pro-nuclear sentiment is stirring in Washington. The testing
  9. permit was the second granted in two months: the first went to Long
  10. Island's Shoreham nuclear plant, even though the reactor's owner
  11. had already decided to junk it.

  13.     Why the sudden fondness for controversial reactors? The new
  14. Energy Secretary, James Watkins, is strongly pro-nuke, as is his
  15. boss, George Bush. So is Bush's chief of staff, John Sununu, the
  16. former New Hampshire Governor who championed Seabrook against
  17. objections of his neighboring Governor, Michael Dukakis of
  18. Massachusetts. While Sununu has moved to the White House, Dukakis
  19. still sits in Boston, 40 miles from Seabrook.
